The short answer
Dropbox — formally the Interview Waiver programme — lets some applicants renew a US visa by submitting documents at a VAC instead of attending a consular interview. In-person means attending an interview at a consulate. Since eligibility narrowed, far more Indian applicants fall into the in-person category than did a few years ago, and that is where the appointment scarcity is concentrated.

How to know which one applies to you
Eligibility is set by the Department of State and is checked against your specific case during scheduling — not by an alert service, and not by a forum post. The scheduling system tells you which route you are on once you have entered your details, and that is the only answer worth acting on. Criteria have changed repeatedly, so guidance written even a year ago may be wrong.
Why the change hit H-1B and H-4 hardest
H-1B renewals were among the largest cohorts using interview waivers. Moving that volume into the in-person queue added a large, concentrated group to the one channel that had the least spare capacity — and H-4 dependents move with them, since families generally need appointments together.
That last point is where the seat rule bites. A principal applicant and two dependents need a slot with three seats. Slots with one or two are invisible to them, so a family is competing for a strictly smaller pool than a solo renewal is.

- Watch more than one consulate. Cancellations are not synchronised across posts.
- Count the people on your application and discount reports from smaller parties.
- Keep any appointment you hold until a better one is confirmed.
